Villas need the master developer (Emaar, Nakheel, DAMAC, and others) plus the building-control authority for that plot, such as Dubai Municipality or Trakhees. Apartments need the owners’ association plus the authority responsible for that building: DM, DDA, Trakhees, or the relevant free-zone authority. DEWA and, where relevant, Dubai Civil Defence may also be required.

Villa renovation permits in Dubai: developer NOC + authority approvals

A typical villa renovation involves:

1. Developer / community NOC (Emaar, Nakheel, DAMAC, and others) — covering requirements such as working hours, skips, façade works, and sometimes drawings.

2. Building control for the plot — Dubai Municipality or Trakhees, depending on the community. Nakheel communities, including Palm Jumeirah, typically fall under Trakhees.

3. Affection plan — the plot document covering boundaries, size, and permitted use, where the works require it. Interior wet-area or partition changes require approved as-built / authority drawings, rather than an affection plan.

4. DEWA for electrical load changes, relocations, or new connections.

5. Dubai Civil Defence when the works affect fire strategy or means of escape, particularly where MEP systems or occupancy arrangements are changed.

Apartment renovation permits in Dubai: OA NOC + authority approvals

A typical apartment or tower renovation involves:

1. Owners’ association (OA) NOC — usually required. This may include a method statement, working-hour restrictions, service-lift bookings, insurance, and sometimes neighbour notices.

2. The authority responsible for the building — Dubai Municipality, DDA, Trakhees, or the relevant free-zone authority.

3. Wet-area approvals — waterproofing specifications and, in some cases, separate wet-work approvals, along with approved as-built / authority drawings. Bathrooms and kitchens are common triggers.

4. DEWA for changes involving electrical loads, kitchen equipment, AC systems, or distribution boards.

5. Dubai Civil Defence if the fit-out affects fire alarms, sprinklers, or compartmentation.
